Now the first step is to choose your photo try to chose one not very full with the blue color and high quality .

1-First step is duplicate the background layer (Ctrl +J) .
2-Now go to channels select the blue channel then press (Ctrl+I) to inverse it after that select the RGB channel then go back to layer :

Now the image should be like this now :

3-Now change the blend mode of the Background copy layer to overlay

if you notice that your image is too contrast change the opacity of the Background copy layer to 70 (this depend on the level of the contrast of your image )to become like this :
